I imagine at first OU will be only megas since it'll be the only gimmick in the game, but we don't know yet how the game will work when more gimmicks are added. If there comes an option where the trainer gets to choose to use whatever gimmick they want then it will be up to the community on what gimmicks are too strong or not fun. Unless they embrace the chaos which seems unlikely.
