I don't play the later gen games so I don't know and I'm asking honestly but do they ever explain why (presumably) 18 year olds need to start with Lv.5 starters? I figured in a city that's already as battle-heavy as it is, Z-A would have the characters starting at a later level at minimum. Even in Gale of Darkness, as a (slightly older) kid you start with a Lv.10 Eevee instead of it at Lv.5.

To get kids used to how the game works. At low levels things are pretty simple, you have only a few moves and only a couple Pokemon. As your level increases more options become available and the player is able to integrate those options into how they play.

You don't generally throw someone in the deep end without assuming they're already familiar with the series first. Fromsoft fangames and mods have this problem a lot.

I’m giving this more thought than the epsteinites at Pedo Freak ever did but level could be more in an attract measure of how much of a fight a pokemon is giving rather than a concrete immutable thing. For example if a Pokémon is intentionally going easy on you then it’s “level” could be lower

I don’t think that’s always the case, Joey’s Rattata probably isn’t holding back, but it definitely is with stuff like gym leaders. We already know they have multiple teams for how good the gym challenger is, but their ace is often the same throughout, so that’s probably the same pokemon at various levels of trying. Jasmine probably doesn’t have a whole collection of Steelixes.

The only game that's consciously altered the level curve is Colosseum and that game was aimed at young teenagers
