They were still trying to keep Ghost and Dragon types rare. Steel and Dark really didn’t get that many — there were what, around 6 of each? Compared to the 4 Dragons and 4 Ghosts, that’s not hugely different

>>59132630Yep. You always got to remember that RBY especially (and GSC to a lesser extent) were designed as JRPG's first and Pokemon generations only retroactively. And especially didn't put any thought into PVP. So Ghost type is specifically a gimmick for the Lavender Tower dungeon. Dragon is just so the "final" boss has his own personal type. Hell even Kingdra is only there so Claire can have her own dragon to pair with Lance's.
Dragon and ghost types used to be special, that's why.
