Pokemon's true weakness are their 4 moveslot syndrome. Sometimes I wonder if it was necessary to implement 4 moveslot sydrome in the anime. i think the anime should implement the reserved moveslot for each pokemon from current games so the character could change their pokemon's moves anytime they wants. Which would allow Ash's Pikachu to use Volt Tackle whenever the plot demands it.

Leon's Charizard in Journeys would change its moveset between matches, so it was possible for Pokemon to retain more than 4 moves, just not all at the same time.
Ash just never made use of that.

Though they stopped doing this by the Masters Tournament, Charizard keeps the same four moves throughout the whole thing. Fire Blast, Air Slash, Ancient Power, and Dragon Pulse. Which is just its game moveset with Solar Beam swapped for Dragon Pulse.

Pokémon forgetting moves once they already have 4 and try to learn another one is only there for game mechanic reasons, it makes no sense when removing the Pokémon from the game framework, like in the anime.

It makes no sense from a world building perspective, but from a writing one it's an excuse to keep fights simple and not having to think too hard about them, because if a pokemon had its full moveset at its disposal fans would cry that the writers forgot that a pokemon could have won if it used a certain move in its moveset
