Because BW2 was bad.
Nobody knew what to do with the Regis after Regigigas. At best, it was meant to be a reward for transferring Pokemon up to DP but the lore just ended with Regigigas and they only bring them back in modern games to have all the Legendaries in each game for no real reason when they don't belong in those games. I guess Galar tried to have more Regi lore, but just going "there's more of them" only adds so much to the lore. Now people want more Regis like people want more EeveelutionsPokemon doesn't have to have answers for all its mysteries, but it would be nice to get better, consistent worldbuilding so the legendaries can feel a little more legendary again. It's getting boring how many God-tier Arceus mons are from Space. Personally I feel they fucked up the mystery by placing them between Metagross and the Boxart Legendaries since that made it easier to notice there were missing Pokemon in a game that was already missing nearly 200 Pokemon
