One of the cheapest Pokemon ever made. Game Freak instantly knew it was broken and gave it a shit ability, rather than lower its glaringly high stats. Complete boneheads we still have to deal with today.

Archeops' BST is based on the Dewey decimal system. They probably gave it defeatist so in practice it wouldn't be so abnormally high.
