When did Eevee and Togepi stop feeling special and come off like every other Pokemon?

Eevee is still special and gets special treatment often.
Togepi was only special for a short while because we saw it in the anime before gen 2 released, it and Marill was the first time the concept of having new Pokemon was introduced (technically there's the Ho-oh in the first episode but you barely see it and since it was the first episode, most kids were not aware of the original 151 yet)

Gen 6 started the trend of Eevee just being a Pokémon you run into in the wild
Eevee is gift coded. Eevee is THE gift Pokémon.

For me its the other way around, Eevee due to appearing fucking everywhere has lost all novelty in my eyes.
Togepi, and in particular Togetic, still feel special and a bit mythical due to still being fairly rare.

Well I guess it depends on what we mean by "special", personally I thought of it was "is different than other Pokemon", in which case Eevee stills fits the case, it still has 8 different evolutions, a Z-Move, a Gigantamax, and it was a starter in Let's Go with unique moves just for that game.
Togepi is rare but so are a bunch of random shitmons, so to me that isn't special.
