Back then TMs were treated as human-invented techniques to teach Pokemon like you were actually training them. That's more or less why every major Gym Leader uses a TM that usually can't be learned naturally by Pokemon. Yellow fucks this up by giving Pikachu Thunderbolt naturally, so now TMs are just "additional moves" and not human techniques that exist to bring out the true potential of Pokemon. But a large portion of them (not all of them) represent some kind of either intense focus or unorthodox behavior that imply actual training to perform.Hitmonchan can learn Mega Punch, because it is a pokemon that naturally trains its punches. The Mega Punch tm is equivalent to giving your pokemon boxing lessons, something your Charizard or Slowbro would not ordinarily do, but are capable of. Meowth can learn Pay Day by default, because Meowth is described as automatically collecting coins and shiny things by its own motivation. The Pay Day TM is encouraging your pokemon to be a little klepto and gather this shit to throw it later, being trained to act like Meowth does naturally. Nidoqueen isn't looking for change under vending machines by default, but can be taught to do it. Later gens really fuck this up, probably for the best, since this logic doesn't really hold up when you start getting into pokemon developing entirely new elemental associations, pokemon movepools generally expand to include fucking everything, and TMs themselves were more depicted as essentially fucking magic. But, at inception, TMs are teaching and conditioning your pokemon do do things they COULD do, but don't naturally have the instincts, knowledge, or predisposition to actually do by themselves. And gym leader techniques in general are the sorts of heightened abilities ONLY attainable with intense training, conditioning, or understanding of how their abilities work. You as a human COULD breathe fire, using alcohol and a lighter, but this behavior does not come naturally so you would have to be shown how. This would be the Fire Blast TM.
