Honestly that's probably why it's high.
Scovillain, and Mega Scovillain, both have support features, but are wrapped up as Scovillain.
Versus a lot of other mega mons that are never being used one way or the other.
Hell, Scovillain could be valuable on a team with another "maybe it megas, maybe it doesn't" pokemon, just for uncertainty value alone, something Megas usually don't benefit from.
Scovillain and Starmie on a team together (hey, look who else is highly rated) create more unclear telegraphing than 95% of mega teams, just because you can't be totally sure which is going to be the mega.
