Is there any reason they didn't make it snow from the get-go? Were they autistic about how there shouldn't snow in temperate regions? Any time there was snow in the overworld that translated to hail in-battle.

Masuda shat out Hail in Gen III without thinking about it. It's the only Weather not introduced in Gen II which all had pretty balanced and reasonable foresight, but Hail was a complete fucking afterthought and always treated as such. It says a lot that not only did they buff Snow to not be universally retarded outside of the Ice type, but it does what it should've done back in Gen IV and buff the Defenses of Ice types like how Sandstorm buffs Rock's Special Defense

Almost like Masuda fucking hates the Ice type because it was OP in Gen I
