>>59139334Does Falkner really fit having a Hoothoot, his dialogue suggests he's abit overconfident and boastful but lacks proper skill, basically inheriting his Pokemon from his father instead of properly earning them. Hoothoot in GS is portrayed being associated with wisdom and mysticism being used in Sprout Tower (and the Sagesnin Ecruteakmin Crystal). I do agree he should've had something other than Pidgey and Pidgeotto just cause of how boring that is, but I'd probably argue more for a Pokemon like Farfetch'd or Murkrow.

And while Johto has more Dunsparces than Scizors, there are a handful of Johtomons that are serviceable for the gym leaders, like Whitney's Miltank. Heracross & Skarmory are good picks for Chuck & Jasmine too

Gamefreak just didn't do that and we'll never know for sure why it is the way it is. Whoever programmed those fights, if they're still alive, definitely forgot the thought process behind that decision. And Brock used shitters too, does it make a world of difference if you happen to find those pokemon that already existed in the last game before the first gym?
