Honestly, complete print boxes for sets that have been rotated out of the format would be good. Them giving people the option to buy a reprint of EX Sandstorm with 1 of every card wouldn't effect people puling for modern cards, and it would cripple the scalper market.
They could just keep printing them perpetually.
