Moonblast was nerfed, it now only has a 10% chance to lower Special Attack, down from the original 30%

That much is fair.
Psychic, sludge wave, flamethrower and other similar power moves were a 10% chance for the bonus effect. Made no sense why fairyshilling had 30%
