It’s pure padding, likely for the retarded children whom Masua thought would forget the existence of these characters if they disappeared for more than 5 minutes. You never get a moment to breathe in BW. It’s on par with SM, and far, far worse than XY in that regard.

You can see the network map in the Battle Subway. It shows you where each train goes, and implies that there's stations along each line. There's also cars, trucks and other road vehicles (as shown in locations such as Skyarrow Bridge and Route 4. Additionally, many routes appear to have actual roads, so it's safe to assume there's a wholeass road network, likely with bus routes.
