Z-A was going to be Legends: Johto at some point, and you can still see remnants with the protags being designed after the HGSS ones rather than XY’s. They were given megas likely from Gamefreak’s lingering focus on Johto, in the same vein as using the Hoenn starters’ megas to promote ORAS.
