Install "PokeGenie", create an account and host. You WILL catch as many Tapu Leles as you want, doesn't matter your current mon lineup. Just make sure to host around 15-20mins before the raid egg hatched and you should be good.

Did you check Campfire? If there isn't an official local community then you're still not that fucked. Install PokeGenie and host there. You should be hosting at least once a day so that your free daily raid pass doesn't go to waste.

Im trying to run Turt right now in Fantasy cup but im getting fucked hard by people playing around incinerate, im really tempted to defy the meta dweebs and run Ember on him with Overheat(or flamethrower depending on charge tm luck) and dragon claa. Will have stunfisk and corvi with their usual moves alongside him as i dont have a great variety of mons to choose from as i havent played in a looooong time

I can't speak about that specific cup, but Incinerate has 4 damage per turn and 4 energy per turn while Ember has 2 damage per turn and 4.5 energy per turn. This makes Incinerate more efficient since you gain 2 extra damage while only being 0.5 energy slower. In fact Incinerate is the most efficient fast move in the game currently, giving the highest Damage + Energy per turn.
However, (and likely an intentional way to balance) Incinerate is a 5 turn move, making it slow to complete the move, harder to pivot, and often feeling clunky to use. If you've used Incinerate before you know what I'm talking about. So a few people actually do use Ember, however Incinerate is overall better

Then in the last days (depending how much you walk), don't spin any stops or open any gifts, and hatch all 9 of the 2km eggs. So you end up starting the event with 9 empty spaces for event eggs.
