Is Moltres just a weaker Ho-Oh?

What moves do I give to Moltres in Gen 2?

I wouldn't mind base moltres (and base articuno and base zapdos) getting new abilities that were a little stronger, maybe swapping static/flame body/snow cloak for lightningrod/flash fire/ice equivalent of them. Extra immunities are always good and making them all boost their main STAB seems good to me.
