Their lore quite literally comes from the movie. Same with their names being a reference to Plato’s dialogues on Atlantis. They were made for the movie and it’s aquatic, technologically advanced, Mediterranean setting. It’s also why they’re some of the few legendaries that are unambiguously an entire species, as there are multiple Latios in the movie (and an entire flock of both in the JP version).

I wonder if Sugi ever drew even a shitty sketch of their prevo. Their docs in the Teraleak suggested they were supposed to be friendship evos of something at some point. They look like Togetic a bit, being white birds with blue/red triangles and arms distinct from their wings, but maybe that connection is a reach.

This is literally the first I'm hearing. All I know of their creation process was

Their stats were even more busted in the earlier builds, so I wonder if they toyed with making them the box legends, since RS' initial pitches didn't really have the Magma-Aqua conflict.

I wonder what he considers “made” considering Shuppet’s design and JP name both came from beta Wobbuffet. “Latiken” also existed simultaneously with Latios and Latias in some of the old builds, which is a bit interesting.

The above is from Latios’s lore document in the teraleak. Another part mentions it being raised by its trainer. We know the Gen 3/4 dex lore docs contain outdated info, like Cresselia and Darkrai being Psychic/Electric and Dark/Psychic respectively, as well as plans for an extra Deoxys form that never made it.
