You are aware he has Slow Start in Go!, Rangers, Mystery Dungeon, Rumble. Rumble Blast, Rumble Rush, Battle Trozei, and Shuffle, right?

Every single game Regigigas is in he has slow start no matter what. Legends Arceus is not an outlier.

He'll always have slow start, it's too tied to him at this point. Best we can hope for is nerfing the ability itself to be less debilitating. Maybe something like only halving his speed or only taking effect the first turn he's switched in instead of 5.

He doesn't even need that.
He just needs a better special move pool, ideally native trick room access, and access to recover instead of just rest+sleeptalk, so he's not stuck durdling for 5 turns. Because the ideal hypothetical playstyle is supposed to be turn 5 is more of a "you definitely should have stopped it by now, you didn't, now the kid gloves are off it's punishment time." Like Dark Depths Marit Lage, or drawing into Exodia in g1 Yugioh where the only deck churning was a solomon moto-ass pile of vanilla beaters with 3 heart of the underdogs.

Either that or for it to just be "ability turns off at battle turn 5" instead of "5 turns since regi last entered the battlefield." Because just leaving it in reserve instead of using it as an opener, that's super doable.

Even if it's stats increased by 1/4th of what's missing each turn, so it's 5/8ths max turn 2, 6/8ths turn 3, 7/8ths turn 4, 8/8ths turn 5, that would still be SOMETHING, though it definitely turns off the trick room strategy.

But managing to somehow live 5 entire ass turns with no real means to for a payoff and then losing the payoff to a whirlwind is just a completely ludicrous thing to ask.

He could get the standard normal type elemental mastery special options and trick room I suppose, but that means if slow start does actually trigger he's not built to use the stats he gains.

I think the best way would be something like slow start lowering his offense but buffing his defenses so that he's really tough to kill. Then you have 5 turns to try and take down the raid boss before phase 2 starts, while the Regigigas player has to set up Gigas to sweep via setup and stall moves to keep him healthy and stop you from deploying counter setup.
