Back then Pokemon were weird monsters who existed in the wild alongside animals. This was back when Kanto was literally Kanto, an area in Japan, and not a location in the Pokeworld. Over time the direction of the series changed and the Pokeworld was established instead of it being on Earth, so Pokemon replaced animals as the native fauna.It makes things awkward when you get into the logistics of Pokemon discovery and Professor Oak starting a Pokedex when Laventon started one centuries prior, discovering a bunch of Pokemon that are never found in Kanto. Just another case of early-installment weirdness being difficult to write around now.
