Will this type return one day, or is it gone for good?
It's gone, it was added as a failsafe in case some smart arse tried to hack one in, due to Curse actually being codded as "??? Type". When they changed Curse to be ghost type, they removed ??? type, thus removed ??? Type Arceus as they didn't need to handle that which didn't exist and couldn't be bullshitted to exist inn the game any longer.

Meant they had to give it a "new" type and code its effects separately. By Gen 5, they were able to code dual effects so changed it to Ghost and deleted ???.
