I think on balance I believe it should be Water/Fairy. The biggest reason why is cuz it does the "soothes hostile emotion" thing that several other fairies do. And it clearly has the overall vibes and mythic nature of a Fairy Type.

So, you guys think the upper half of Milotic's body is scales or skin? I know it makes way more sense as scales,but I've literally never imagined it this way. It would feel wrong and very weird. Gyarados is Pokemon's take on the typical dragon-like giant sea serpent you'd expect that's extremely violent and attacks ships. But there's also a lot of myths/tales about CALM, peaceful, benevolent and rather beautiful sea serpents. That's what Milotic is (with a little mermaid thrown in). It's not trying to be anything specific.
