Momentum. Gen 1 in Japan had big tournaments, and an entire televisied tv show of people competing in the Nintendo Cup formats. The original version of Stadium in the OP was literally JUST for simulating those tournaments and that format, only the second one(first one in the west) added more casual options. Even if the format had flaws, it was on TV, it had dedicated spin-off content for it, and it was what the cool tournament winners used. So people stuck with it, and thus stuck to it in Gen 2 and followed Gamefreak's lead.Meanwhile in the West we never had that TV show, never had those tournaments, and never had the original Stadium. The only exposure to the format here was in Stadium and even then al the variants for specific years were cut. So when people started work on the earliest simulators they had very little motivation to follow Gamefreak and instead crafted the prototype for what became Smogon using 6v6 singles instead of Pick 3 singles and an OU-UU-NU tier system instead of Nintendo/Poke Cup, Pika Cup, and Little Cup which was the official 'tiering'. By the time VGC became a thing in the Platinum era it was way too late for people to just switch over, and for half a decade afterwards most Western competitive players completely ignored it, though eventually once the younger generation came up and knew an official one existed their whole lives and Gamefreak slowly got better at promoting it VGC eventually became dominant in doubles.This is also why Japanese fans have so many fewer complaints than Western fans about Champions. They like playing on cartridge and Smogon has very little presence there. That's why the split has come to a head so much lately, Gamefreak's choices are fine with the Japanese fandom who has always played that way, but not the Western fandom who wants an option to play Smogon style
