If you actually wanted to make speed less important, you could have speed within a certain threshold make the slower mon still execute a move even if it's been knocked out. If it's already started using the move, it'll finish using it before it gets KO'd. Simple as that.
Maybe change it to a conditional turn based battle where moves have different kinds of latency to them.Perhaps with the ability to bravely default and do a weaker attack but your next turn comes sooner or a stronger attack but your next turn comes later.
