ehhhh, I'd say it's more of a split. There are 100% some bad stinkers (Drampa, Clef, Hawlucha after people adapted to the Entrainment memes, Gren, Chesnaught, Emboar, Skarm) but there are also plenty that've been seeing moderate to huge success on different team styles (Delphox, Floette, Meganium, Froslass, Golurk, Crab, Scovillain, Glim, Victreebel) and some that exist in the "this could be good on paper but it matches up badly into a single meta thing so it's jank" zone like Gatr into Scarfchomp and Chimecho into Sun spam.
