-new freeze/thaw mechanic

Why would ice pokemon want you to turn on a volcano? Seafoam island is right next to the place, that would be their natural habitat outside of the pokemon that lived in the abandoned mansion. None of the pokemon in the game asks you to overhaul their map either, just to make a habitat on the existing land.
