I suspect they were originally going to all get gmax forms. What would you do with them now? A new legends game that gives them new forms or some new evos? Maybe another sinnoh remake, but with an expanded dex and megas/z-moves/gmaxies/whatever? Use them as filler for the next game - instead of kanto pandering, randomly pander to sinnoh instead?
