It's alternatively vague nostalgia because this was your first exposure to anime and the rough hand cel style being used here alongside the birth of a popular franchise.
Or the 'mystique' of wanting to feel 'what it was like' at the time/to be there.

Those last 11 episodes with Ash just going around aimlessly with Misty and Brock got pretty close to that old feel. They should've used the old character art style like they did for that one special ep with the hat.
