I would say after the 7th gym. You need to beat the DLC questline to get the "true ending" of teh base game which is just a trainer tower of sorts.

Get the DLC. Isle of Armor is fun to do a couple quests in between gyms. I like exploring the Crown Tundra and doing raids even though the encounters are way stronger than my character for most of it.
