Aside from the Blue being in Team rocket theory (and technically silver with being giovanni's son) what other rivals have a strong chance of secretly being a part of their respective region's evil team (be it as a secret agent or simply hiding their involvement for reasons like not wanting to blow their chances of becoming a champion due to fear of getting a criminal record)
