I try to level my team of three starters equally but I feel like I always end up underleveled and underpowered around LV 16 or so, being unable to oneshot the enemies and slowly getting chipped to death because I can't afford enough potions.

You have to be very, very good and very, very lucky to pull off a fresh-start win (there's a reason that the game has a postgame challenge mode that locks you to a new save file's available mons/moves/abilities). You aren't supposed to be winning in the beginning, you're supposed to be building up a team of steamrollers.When you have OP mons to start with, the early game will cost you far fewer resources which will enable you to amass money. You will also be able to run pokemon with low cost that have a passive like pickup (which gets you a single held item from a defeated mon every wave if it had one) or honey gather (adds money at the end of every wave). You will also have shinies which increase your luck, causing rarer items to spawn in the free pool.Early game, catch everything you don't already have any ALWAYS pick gacha tickets when available. Don't focus on clearing all 200 waves.

I don't know if I suck at the mainline series battle system but at early <20 levels there aren't that many more options other than buff, debuff, type matches and attack so I can't really do anything wrong.

Nigga its a rougelite. You go for as far as you can, depending on RNG items that you get at the end of each fight, lose, and then start again with some things carrying over. In this game's case, you get candies for the pokemon that you use in the last run, and can unlock passives or reduce their team cost.Having shinies on your team will increase your RNG luck to get better items at the end of each fight.You get gacha tickets and can use them to hatch eggs for new pokemon, or new passive unlocks, or better shiny odds.Build a new team, try again, rinse and repeat.
Wish it didn't ((require)) you to die to eventually win. That's the mark of a bad game, no matter what. You don't have to be guaranteed victory, and its actually great if a game can't be easily won the first time, but actively requiring the player lose in order to win is scummy as shit and shouldn't be supported.
