I believe that they should make the original 151 the true legendaries.
Strip all post-gen 1 legendaries like Dialga, Arceus, Kyogre, Lugia and Rayquaza of their titles and nerf them to become just powerful regular mons that exist out in the wild like Garchomp and buff all gen 1 mons with busted stats like at least 700 BST and broken abilities and have them be one of a kinds appearing at hard to reach locations. And the god of those legendary Pokémon would be Mewtwo with a BST of 1000 as the original and most Powerful of the Pokémon.
This would only make sense because they are the ancient original Pokémon, the first to exist in this world long before even Arceus got created so they deserve legend status far more than something like Arceus, Dialga and Xernas.
