They'd sooner ban 70% of the game than even CONSIDER OTS or Item Clause as a way of countering the worst aspects of the things they ban.Tera is perfectly balanced with OTS. You're trying to pressure your opponent to blow his tera early and predict when he's going to do it. Predicting a steel tera on a Dragonite as Regidrago and using Earth Power instead of Draco Meteor is incredibly satisfying.
