I think it's collectors and speculators.Despite the older games commonly getting bought fairly quickly in various secondhand stores, the amount of people out in the wild actively playing them and also looking for others is extremely low. If you're a fan of the multiplayer aspects of the older generations, it's rough out there. If it's not collectors, it's people that just want to beat the Elite Four and call it quits which is even worse because you may as well just emulate at that point.
A quick google search gives me multiple results under $30. Some people are just that retarded.
