Neither of them will get it; they don't have a futuristic engine in them. More likely Electric Surge, if the Raichu X is lucky and doesn't get Levitate instead.

Better because it actually looks like Pikachu. There’s also another form that looks like Raichu. Feraligatr’s is just ugly dogshit 99% of the time and a bloated Totodile the remaining 1%.
