Yes, because for one, there were no documents suggesting that divine intervention is immune to any dragonic forces you could think of, even in the bible. So the decision was out of left field to appease the competitive scene, which speaking of which:

Dragon Pokemon by themselves are usually powerful without utilizing their typing. They have a variety of moves to choose from, most of which benefit more than Drago Meteor or Outrage. Being effective against Dragon; even as far as to having no affect against them is just a band-aid solution for a deeper problem within the meta. The only good thing Fairy Types did was making Poison type useful.
