It's really hard, isn't it?
It's easy to determine the balance starting with the grass starters since they're the ones who get gimped the most.

Serperior is too drastically better than the others. Same for Meowscarada. It's an old fag thing to say, but gens 1-4 had the overall best starter balance.

Though I gotta give it up for Alola as well.
