Levanny and Scolipide might not be meta defining pokemon, but they are usable in a casual manner. The same goes for later generation early bugs, like Vikavolt and Orbettle. They may not be amazing, but at least you can carry them to the E4.So I don't know why they regressed with the gen 9 bug type pokemon. The philosophy of keeping early pokemon weak doesn't hold up after HAs were introduced and everthing started getting signature moves. I'm not expecting say, Gumshoos, to be some meta comp beast but I can't sit there and in good faith say giving a little mongoose bugger who is all about catching fast little rats to be so fucking slow with three different abilitirs that would all put on a lot of pressure if it had appropriate speed to abuse them with makes much sense.
