If they're going to keep the species clause in affect for competitive, then they really should be seperate. A pokemon that is significantly different from another form but isn't able to accquire either form, either in battle like megas or out of battle like Rotom, should be considered different pokemon.

I'm saying not that. My brain hurts today so I don't know how to properly phrase it. If the pokemon can't change into the other form, like Alolan Raichu to Kanto Raichu, those forms should be considered distinct enough to allow both on the same team. If you can freely change between them, it shouldn't be allowed (Oricorio would go insane though). They do have to be competitively distinct enough, so no team of 6 differently patterned Vivillon.

It's all fiction anyway. Just give them a different name and dex number, and put in their description that they are a variant of meowth having adapted to whatever region.

If anything, I think Toedscool and Tentacool clearly hailing from a common ancestor without it needing to be spelled out to me is much more interesting than calling it Paldean Tentacool

You're clearly missing the point that the implied relationship between the species is what makes their similarities interesting.

If it was called Convergent Tentacool, and they shared the same Pokemon dex slot, the concept becomes lame and dumb.
