they should just add >#nnn-regioninto the dex right after the originals, with an option to insert them at the end of the dex of their home region instead during searching. Boom, same dex slot, but different entry for cleaner viewing, and the ability to keep all the same region mons together.

If the pokemon can't change into the other form, like Alolan Raichu to Kanto Raichu, those forms should be considered distinct enough to allow both on the same team. If you can freely change between them, it shouldn't be allowed (Oricorio would go insane though). They do have to be competitively distinct enough, so no team of 6 differently patterned Vivillon.
