Nearly all moves are 100% accurate, but the damage range varies. So a move like Hydro Pump wouldn't be 110 power, 80 accuracy, it would be 66-110 power, 100 accuracy. The gamble is never hit it big or hit zero, it's hit it big or hit it small, but do the same average damage of 88 across many games.
