Did I miss something or did they never explain where tera orbs come from? I know they come from area zero and terapagos I know that bit I mean where do normal every day people get them like where'd nemona get it?
They were created by the Professor 10 years before the events of SV with help from Clavell, using crystals taken from Area Zero based on his research into the terasralisation phenomenon.

The academy issues them for exceptional performance.In the anime students can enroll in a course to be issued a license for one, which is a big draw for many students enrolling at the academy. Liko, Roy, and Dot passed their courses and were issued licenses, Onyx and Sango enrolled in the course but stole their trial Orbs and fled before they could get caught.
Something that they never explained and which will always bug me is what the fuck are those eyes you on the see on the tera hats. Those clearly are not terapagos' eyes.

Tera orbs are already explained, the protagonist need Nemona to pull strings to get one for themselves, Penny along with the rest of Team Star stole theres, Arven is gifted a tera orb for his role in the area zero incident, naturally nobody in Kami and Blueberry uses terra except for you, kinda giving you a bit of an unfair advantage over your opponents.I wonder if the region in WN/WA will have a gimmick they've kinda run out of things to domega evolution, terraziation, z-moves and dynamax cover moves, evolution, abilities and types, what else in the combat system is there left to exploit?
