He's a scheming, backstabbing liar who fears others may be like him. He wants to be in control but fears betrayal and he knows everyone around him don't trust him (for good reasons) so he's become increasingly paranoid.

He wants a logical world devoid of illogical stuff like feelings (he's got Cyrus's autistic hated for emotions) so his aim is the rakuriu, which grants the same power as a strong bond with your pokémon without the risk of betrayal because it's just a mindless substance that makes pokémon obedient drones.

He's just trying to get in control of everything without fear of emotions getting in the way

That does not explain anything, what make him think he can control people by selling them Rakulium ? Not only they are unstable but worthless once anybody figures out their weakness as shown during Liko vs Bok. It would make more sense to make a mind controlling device that control people using Mega Malamer as Batch & Cassidy did on Orange Island.

Because you're watching a Pokémon anime, Rakulium is meant to highlight the importance of why you need a strong human-Pokémon bond, not a human-human bond.

Except Pokemon has nothing to do with his problem. He is just an edgelord that never grown past his teen angst and think all human will betray him so he wants to control them.
