Fuck, there was even a Whiscash shown in Hoeen ATE a fucking master ball, as it didn't respect the fucker trying to catch him and wasn't putting up with his shit. In-game, the master ball will never fail, but in-universe, it has as much chance of failing as any other ball with any pokémon with chances increasing the less the pokémon respects the trainer (IIRC, Kieran tried to catch Terapagos against its will, as it was clearly heading for the MC before Kieran got fully mindbroken enough to yolo his master ball. Pointing to Terapagos recognising and respecting the MC's power, but not considering Kieran on the same level as the MC, so it busted out to fight him).

Hell, Roy and Liko are far more experience than the villain to the point that they can challenge Ash Ketchum or any World Champions if they want to (or when the executives allows Rica to reprise her role).
