It was actually pretty impressive for its time with all the map editing and original spritework and full fakemon dex it did do, even if the spritework is bad and the fakemon are goofy and the structure is still just Hoenn.It certainly hasn't aged well but it's charming, it's nice to see a pseudo remake of it.

It looks like a Garchomp, quacks like a Garchomp, but this is actually a custom pokemon that isn't in the regular pokedex, named Garchomp, with a base exp yield of 12. Or just don't worry about it, 3 extra levels on something probably isn't the end of the world for balancing. Badge gated caps also deal with it.As far as the pokemon actually being capturable goes, moveset is probably the easiest control. Moves are arguably more important that level and stats early on. A level 20 with shitty moves sucks dick, and you can absolutely give it moves that are threatening as an overlevelled enemy, but bad for the player, like Slam, Dragon Rush, ect. Or really bad coverage, that the player can't deal with due to what's actually available, and then the next badge is something it struggles with.None of these have to be permanent albatross around the pokemon's neck, either, give it good moves later.
