I couldn't find it after about 10 minutes of looking, but you know the duration, so couldn't you just search "hoenn route 113 arrangement" and find videos that are between 4:15 and 4:25?

Checked pretty extensively but the only thing I found that matches the duration is the pokeremixstudio rendition which it isn't. Closest in style would be the symphonic evolutions ashes falling but that's not it either. It's also clearly a synthetic orchestra so it wouldn't be a live orchestration anyway.

Have you checked the sound file's metadata? MP3s in particular can hold information on the artist, song name, album name, etc.

I assume this information is lost on upload to Vocaroo - so we cannot do this for you.
