I think the same for Goh's Pokémon at the lab: every 15-20 episodes, we could've gotten a non-human episode, like the old Pikachu shorts before the movies, where you never saw the humans' faces and only heard from them at the beginning and end, while the whole of the proper episode was about the Pokémon and their interactions. That could've prevented Goh's caught Pokémon from being one-offs before being forgotten, and instead would've allowed for more personality and interactions.
