My assumption is that this is just another example of how gamefreak fixes problems sometimes. Like how most of Alola’s regular pokemon were slow to combat speed creep. Completely screwy long term, but it maybe made sense to them for when only regional pokemon could be used. Same thing here where a good chunk of the pokemon that showed up past the halfway point of the game evolve at late levels. They thought it was a good solution right there and then without thinking about repercussions for future games.

Pawniard does this too. I will say that it keeps up the sense of training your team up to the end. It also adds more variety to encounters than a bunch of Gravelers and Golbats that you aren't going to catch and evolve because they're trade or friendship evos.
BW does expect you to take your team past level 50 to beat Alder for real in the "post-game" but the evo curve is way too steep for you to realistically get, say, Hydreigon or Meishao before E4 Round 1 unless you stockpile Rare Candies and know what you're doing beforehand.
