It also helps to associate it with the sun.Lugia is the more controversial one here, but hear me out. It's meant to softly be associated with the Moon, and the moon is associated with the ocean and the night. The water connection to Lugia is well known already, but something I think is also worth noting is tht Lugia has the worse reputation in-universe. The storm that burned down its tower is implied to have been caused by Lugia (probably by accident) who then went into a self-imposed exile to the Whirl Islands. There, it developed a new reputation as a monster that ate children. It reminds me of Absol in that sense, and an interesting use of a Dark type. I know some people may argue that "Dark type is supposed to mean Evil in Japanese" but Gen 2 already gave us Umbreon which uses the literal darkness interpretation of the type, but also Dark type is just far more interesting and versitile than Evil type. I'd argue an Evil type is fucking dumb in fact and more restrictive and silly than Dark.

Fairy (and Ghost) can be used to represent the more magical or arcane aspects of the Moon, while Dark I think can be used to represent other aspects of the Moon, or the Moon in general.Also Water/Fairy and Fire/Fairy doesn't work as well for a pair. The Water/Dark makes them a bit more balanced, since Water beats Fire but Fairy beats Dark.
