maybe its because pokemon games are not as long as we remember and using mons available early on you can bond with or EV train without going out of your way. Gen2 onward and its fairly solid of a unit for the main game.
I even went so far a long time ago asked the trading and teams generals for a weedle egg for ORAS

Bulbasaur is my number 1. He was the first Pokemon card I ever got, given to me by a friend because I didn't have any cards and wouldn't get any for awhile. He was also the best character in the OG anime, Ash's Bulbasaur was the fucking man, just a great personality and it helped endear me to the plant frog even more. I was 10 when Pokemon came out in America and I'd just come off my hyper obsession with TMNT, so originally I was a Squirtle guy. But since it took me awhile to get my own gameboy and copy of Pokemon, by the time I got to play, Ash's Bulbasaur and it being my first card made me pick Bulbasaur. And it's been history ever since.
