Gen 3's plot was based off of an IRL major political disagreement in the Kyushu at the time which was farmers and fishermen fighting over territory. Farmers wanted the government to expand land for more farms. Fishermen were opposed to this as the proposed area was their main fishing spot. This went on until I think 2015? when the farmers eventually won.Hoenn is known to be such a peaceful place, they had to bring real world politics into the story to have a conflict.
